My name is John Eric Hoover and I am running for Port Richey Mayor.  Cleaning up our city and making it the gem of Pasco County is my dream.  I want to be YOUR STRONG VOICE and Leader of our City Council to make sure that your concerns and wishes are represented.  My door will always be open and I encourage you to engage with me on a regular basis to ensure your voice is heard.  Together, we will improve and grow our city.  The sky is the limit so let's seize the opportunity and really put Port Richey on the map!

Background

I was born and raised in the Peoria, Illinois area by two loving parents.  I am the oldest of 5 children.  Growing up, I studied hard and made sure I was preparing for a successful future.  After graduating high school with honors, I enlisted in the Air National Guard to serve my country as well as to take advantage of educational benefits.  During that time, I volunteered to serve on active duty in support of Desert Shield/Storm.  Instead of delaying contributing to society, I decided to work full time and attend college in the evenings.  I graduated from McKendree College with an Associate's Degree in Business Administration and Bachelor's Degree in Computing and Information Science.  My entire career, I have spent working various roles within Information Technology and currently work for Humana as a Lead Solutions Architect responsible for their Billing Systems.  In my spare time, I also run my own IT Services and Consulting Business, Hoover Investments, LLC.  I am married to a wonderful and supportive woman named Amanda. We do not have any children but are loving Bunny Parents to our Mini-Rex Rabbits named Oli and Indi. We moved to Port Richey almost 8 years ago and absolutely love it here.  I currently serve as a member of the Port Richey Citizen's Advisory Committee and attend/watch all Port Richey City Council and CRA Meetings.



Platform:  You Deserve More!
Let's Clean Up ...

  • Our Waterfront:  A huge resource that is so under utilized and neglected.  While there are plans underway to improve the area, we need to make sure we are doing the right things and getting the most out of our investments.  We should also be looking for opportunities to host activities, events and festivals.
  • Our Waterways:  Dredging and general maintenance need to be made a priority so that our waterways are navigable and safe for leisure and business activities around our city.  Focusing on the trouble spots first would go a long way.
  • Our Boat Ramp:  The condition of this important asset of our city is ridiculous.  Immediate attention should be given to not only remedy it but improve it.  We should be charging launch fees and parking fees for those using our ramp that aren't paying city taxes.  Tax paying property owners of the City should be provided a free annual pass and anyone else can purchase one or pay per use.
  • Our City Infrastructure:  From potholes to poor drainage to failing water and sewer pipes, we must take action and ensure we our maintaining our infrastructure properly.  It is unacceptable to keep kicking the can down the road while such glaring issues exist.
  • Our City Codes and Compliance:  We need to revisit some of our ordinances to not only keep our city properly maintained but also to be more applicable to the type of community we are.  We also need to be better at enforcing issues that seem to never get resolved.
  • Our City Operations and Administration:  While there will always be challenges to have the right amount of staff and minimal waste, we need to be constantly looking for opportunities to be better stewards of our tax payer funding and keep our city lean, responsive and fiscally sound. 
  • Our Lack of Growth:  Why are our incorporation limits still only 2.7 square miles?  Let's try and grow our boundaries to increase our revenue and be able to provide our outstanding city services to those newly acquired areas.  I envision with hard work and positive changes, soon people will be asking to be a part of our special city! 
  • Our Inability to Act:  While bureaucracy is typical of any government entity, it is my full intent to push our city to continually improve, show real progress and act appropriately and timely on the many projects we have committed to and on those that will come in the future.
  • Our Agreements or Lack Thereof:  Renegotiation of our existing agreements and negotiating new ones are long overdue.  We are limited in our ability to fully utilize some of our most valuable assets.  Other assets are utilized but we don't get an appropriate return for them.  We also need to take care of those that keep our city running and make sure they are paid fairly.
  • Our Taxation:  We need to look for ways to bring in additional revenue without the need for raising our millage rates.  Matter of fact, let's try to lower them!
  • Our Past: We have come a long way from our troubled past but still have a long way to go. It is important that we continue to improve our operations, work with our county officials and neighboring cities so that we are no longer viewed as a "little rogue city" and even more importantly, we don't lose our city!
